European CoVE for Urban Regeneration project establishes 4 Territorial Centres of Vocational Excellence across Italy, Spain, Greece, and Poland, and promotes their transnational cooperation with the aim of developing, testing, and transferring innovative models
and integrated training in the field of Urban Social Regeneration.
These Centres collaborate within the E.U.re-CoVE System, which is aimed at innovation, Local/European development, social inclusion, and is characterized by cross-sectoral approaches, sustainable and effective cooperation, and governance.
Forma Camera (IT) is a Coordinator of a partnership composed of 16 partners + associated partners from various European and/or extra EU countries participating in the program. Partners from diverse sectors and include VET organizations, universities, technology centres, and business representative bodies.
E.U.Re.Co.V.E pursues the following general objectives/results:
- To create a structure for international cooperation among Territorial Centres for sustainable learning and innovation, with the goal of strengthening EUterritorial integration, contributing to the upward convergence of excellence in education and training, and improving the quality of the education system as a whole.
- To develop and implement innovative, flexible, learner-centred, inclusive, and high-quality training models that integrate crosssectoral approaches involving education, local businesses, and communities in the field of urban social regeneration.
- To establish and strengthen transnational partnerships between educational institutions, business organizations, and local authorities in order to address contemporary urban challenges (sustainability, social inclusion, circular economy) and serve as drivers of local development
- To provide key skills for the sustainability and governance of the system to address the challenges of urban regeneration, with a focus on social innovation, urban management, and sustainable entrepreneurship

The E.U-Re.C.o.V.E project aims to establish and equip Centres of Vocational Excellence (CoVE) across four national contexts (Italy, Spain, Greece, and Poland) and promote their transnational cooperation. The fundamental objective is to develop, test, and transfer innovative integrated training models in the field of Social Urban Regeneration (SUR).
The project is based on the premise that urban regeneration should not be limited solely to the physical redevelopment of spaces, but must strengthen the social fabric, making neighborhoods and peripheral areas more liveable, equitable, resilient, and inclusive. The Territorial Units cooperate within an international and transnational framework built on sustainable governance and a cross-sectoral approach.
Social urban regeneration is adopted as the central theme because it responds to shared European challenges, such as:
Urban and social decay and territorial inequalities.
Early school leaving and youth unemployment.
The climate crisis and demographic shifts (depopulation of rural/internal areas and an aging population).
Gentrification, uncontrolled tourism pressure, and the shortage of affordable housing.
The project adopts the Quintuple Helix innovation model, fostering direct collaboration among:
Civil society and local communities.
Public authorities and bodies.
Schools, VET Centres, and Universities.
Micro, Small, and Medium Enterprises (MSMEs) and urban craftsmanship.
The natural environment and ecological sustainability.
The initiative aligns closely with key European strategic frameworks:
The UN 2030 Agenda and the strategic pillars of NextGenerationEU.
The European Green Deal (environmental regeneration, green spaces, and ecological transition).
The New European Bauhaus (NEB) (sustainability, aesthetics, and social inclusion).
The EU Urban Agenda and territorial cohesion policies.
The Council Recommendation on Vocational Education and Training (VET, 2020) for sustainable competitiveness and social fairness.
The Osnabrück Declaration (2020) for a resilient, innovative, and European-connected VET system.
The E.U-Re.C.o.V.E model rests on three interconnected methodological pillars:
Urban Regeneration as a Transformative Learning Space:
The territory becomes a Living Lab where students, adults, entrepreneurs, and teachers co-design real-world solutions for neighborhoods. Application of active learning methodologies: Problem-Based Learning (PBL), Challenge-Based Learning, Service Learning, participatory simulations, and co-design.
Smart and Digital International Architecture:
Interconnection of the 4 territorial hubs through an integrated web platform serving as an e-learning environment, networking hub, co-design tool, and data monitoring interface.
Social and Systemic Innovation:
Training new hybrid professional profiles (with green, digital, and social competences) at EQF levels 3-5 and EQF level 6. Experimentation with innovative governance and financing instruments (public-private partnerships, impact investing, SROI analysis).
The project pursues four General Objectives:
GO1 - International Cooperation Structure:
Create an international cooperation structure among Territorial Units to strengthen the European integration of territories and foster upward convergence toward excellence in vocational education and training.
GO2 - Teaching & Learning:
Develop and implement innovative, flexible, learner-centered, and inclusive training models, integrating cross-sectoral approaches between education, business, and local communities.
GO3 - Cooperation and Partnerships:

GO4 - Governance & Funding:
Provide key competences to ensure the effective governance and long-term financial sustainability of the entire E.U-Re.C.o.V.E system.
